EXHIBIT 4 <br />RESOLUTION NO. 2025-XXX <br />A RESOLUTION OF THE HOUSING AUTHORITY OF <br />THE CITY OF SANTA ANA APPROVING THE <br />SUBMISSION OF THE FIVE YEAR PLAN FOR <br />FISCAL YEARS 2025-2030 AND SUBMISSION OF <br />THE ANNUAL PLAN FOR FISCAL YEAR 2025-2026 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br />Section 1.The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. <br />a Five <br />Year Plan and anAnnualPlan due to the fact that the Authority administers a Housing <br />Choice Voucher Rental Assistance Program. <br />B.The purpose of the AFive Year Plan and AnnualPlan is to <br />advise HUD, program participants and members of the public of its mission and strategy <br />to serve the needs of very low-income families. It provides information about the current <br />operations of the Authority,including programs, participants, services for the upcoming <br />five years, and any operational or tenant concerns. <br />C.The Authority is required to review its operations and needs for theFive <br />Year Plan and AnnualPlanwith input from HCVparticipants. Three(3)Resident <br />Advisory Board Meetingswereheld on February 5,2025,with responses incorporated <br />into the Five Year Plan and AnnualPlan, as required by HUD regulations. <br />D.HUD regulations require a forty-five (45) day public comment period. On <br />January 31,2025,a legal notice was published in the Orange County Register, Nguoi <br />Viet and La Opinión advisingthe public that a draft of the Five Year Plan and Annual <br />Plan was available for public review and comment and a public hearing would be held <br />onMarch 18, 2025. The public comment period ended onMarch 18, 2025. Further, a <br />public hearing was held by the AuthorityonMarch 18, 2025, and all comments received <br />at the hearing are included in the final documents to be submitted to HUD. <br />Section 2.The Five Year Planfor Fiscal Years2025-2030of the Housing Authority of <br />the City of Santa Ana is hereby approved and adopted.
