EXHIBIT 2 <br />EXHIBIT A <br />AUTHORITY, PURPOSE, AND SCOPE OF WORK <br />Authority <br />City of Santa Ana <br />24-HHAP-10007 <br />Page 1 of 31 <br />This Standard Agreement ("Agreement") is an agreement regarding Homeless <br />Housing, Assistance, and Prevention Program Round 5 (HHAP-5 or Program) <br />funds. <br />A. The State of California established HHAP-5 pursuant to the provisions in <br />Chapter 6.5 (commencing with Health and Safety Code (HSC) section <br />50230) of Part 1 of Division 31 of the HSC. (Amended by Stats. 2023, Ch. <br />40, Sec. 17 (AB 129) effective July 10, 2023). <br />B. The Program is administered by the California Department of Housing and <br />Community Development (HCD) in the Business, Consumer Services and <br />Housing Agency (Agency). HHAP-5 provides flexible block grant funds <br />to Continuums of Care, large cities (population of 300,000+) and counties <br />to build on the regional coordination created through previous HCD grant <br />funding and support local jurisdictions in their unified regional responses <br />to reduce and end homelessness. <br />C. This Standard Agreement/Contract for Funds along with all its exhibits <br />(Agreement) is entered into by HCD and a Continuum of <br />Care, a city, or a county (Grantee) under the authority of, and in <br />furtherance of the purpose of, the Program. In signing this Agreement and <br />thereby accepting this award of funds, the Grantee agrees to comply with <br />the terms and conditions of this Agreement, the Notice of Funding <br />Availability (NOFA) dated September 29, 2023, under which the Grantee <br />applied, HCD guidance and directives and the requirements appearing in <br />the statutory authority for the Program cited above. <br />2. Purpose <br />HHAP-5 is established for the purpose of organizing and deploying the full array <br />of homelessness programs and resources comprehensively and effectively, and <br />to sustain existing federal, state, and local investments towards long-term <br />sustainability of permanent housing and supportive services.
