EXHIBIT 2 <br />City of Santa Ana <br />24-HHAP-10007 <br />Page 10 of 31 <br />EXHIBIT A <br />services needed to promote housing stability in supportive <br />housing. <br />c) Systems support for activities necessary to create regional <br />partnerships and maintain a homeless services and housing <br />delivery system, particularly for vulnerable populations, <br />including families and homeless youth. <br />d) Improvements to existing emergency shelters to lower <br />barriers and increase privacy. <br />e) Any new interim sheltering funded by Round 5 funds must <br />be low -barrier, comply with Housing First practices as <br />provided in Chapter 6.5 (commencing with Section 8255) of <br />Division 8 of the Welfare and Institutions Code, and prioritize <br />interventions other than congregate shelters. <br />4) In addition to the eligible uses described above, the Grantee's <br />expenditure of its entire HHAP-5 Base Allocation must also comply <br />with the following: <br />a) At least ten percent (10%) of the funds shall be spent on <br />services for homeless youth populations. <br />b) Not more than seven percent (7%) of funds may be used for <br />administrative costs incurred by the city, county, or <br />Continuum of Care to administer its program allocation. For <br />purposes of this Agreement, "administrative costs" does not <br />include staff or other costs directly related to implementing <br />activities funded by the program allocation. <br />Grantee shall perform the work only in the areas as identified, and in accordance <br />with any guidance from HCD. <br />5) Contract Coordinator <br />HCD's Contract Coordinator for this Agreement is HCD's Grants Program Design <br />Section Chief or their designee.
