Bristol -Tolliver Street Urban Greening Project <br />March 18, 2025 <br />Page 5 <br />Basketball court, may be incorporated as a future project, subject to funding and will be <br />presented to City Council for approval. <br />Public Outreach <br />Staff attended several Central City and Pico -Lowell neighborhood association meetings <br />to solicit input and provide presentations about the Project. Staff will distribute <br />construction update materials to the community prior to the project starting construction. <br />The contractor is also required to issue construction notices to adjacent residents and <br />businesses at least two weeks before construction begins. Additionally, the contractor is <br />required to install signage at the project site indicating project details and contact <br />information. <br />ENVIRONMENTAL IMPACT <br />Pursuant to the California Environmental Quality Act (CEQA), the recommended actions <br />are exempt from further review pursuant to Sections 15303 (Class 3), 15304 (Class 4), <br />and 15332 (Class 32) of the CEQA guidelines as the project constitutes construction of <br />a limited number of small facilities or structures, minor alterations to land which do not <br />involve the removal of trees, and an in -fill development project. The project continues <br />these parameters of the CEQA guidelines and Categorical Exemption Environmental <br />Review No. ER-2024-110 was filed with the Orange County Clerk -Recorder for the <br />project (Exhibit 5). A Notice of Exemption Explanation of Qualification Report was also <br />prepared by the Design consultant, which includes project design features to mitigate <br />environmental impacts. <br />FISCAL IMPACT <br />As indicated in the Cost Analysis, the estimated total construction delivery cost of the <br />project is $4,581,808. All funds are available for expenditure in Fiscal Year 2024-25. <br />Any remaining balances not expended at the end of the fiscal year will be presented to <br />City Council for approval to carry forward to Fiscal Year 2025-2026 (Exhibit 6). <br />The proposed contract authorizes staff a maximum of 10% in contingencies for <br />construction contract change orders. Should additional contingency is necessary due to <br />unforeseeable conditions, staff will return to City Council for authorization and <br />appropriation.. <br />With approval of the requested appropriation adjustment, portions of the accumulated <br />fund balance will be appropriated for spending in the Federal Clean Water Protection <br />Enterprise, Improvements Other Than Building Account (No. 05717640-66220). The <br />spendable portion of the Federal Clean Water Protection Enterprise fund balance is <br />estimated to be $6,126,265 at June 30, 2025, which is sufficient to allow for the <br />recommended appropriation of $1,500,000. The funds will be budgeted and available <br />for this item in the accounts below. <br />
