Mayor Pro Tem Franklin assumed the Chair. The Chief <br />Assistant City Attorney further advised the Council that the City <br />Manager and the City Attorney would not be present during <br />consideration of this matter because the City Manager made the <br />decision that is being appealed and the City Attorney defended that <br />position. <br /> <br />Elsa Gomez, Applicant addressed the Council and requested that the <br />Council grant her appeal from the decision of the City Manager.
