Carl Schwartz, 702 W. Mabury, stated that he supported Alterna- <br />tive C set forth on page 3 of the report of the Director of <br />Building Safety; that he felt much could be resolved by upgrad- <br />ing enforcement of present ordinances; that with reference to <br />Section 2(f) of the ordinance, he would like to see the wording <br />"Property including but not limited to", eliminated. <br /> <br />Billy C. Hall, Executive Director, City Center Association, 215 <br />West Fourth Street, stated that their association was in favor <br />of the proposed ordinance; that if the ordinance were not adopted <br />in its present form, he requested that Sections l(a), 2(f), and <br />2(h) not be excluded from any subsequent draft. <br /> <br />Gene Wasson, 2477 Riverside Drive, stated that he was speaking <br />as a citizen of Santa Ana and by direction of the Santa Aha <br />Human Relations Commission; that the Human Relations Commission <br />had become interested in the proposed ordinance some months <br />before when a group of citizens had become concerned because their <br />portion of the City was deteriorating; that they felt that the <br />proposed ordinance would give the City muscle for enforcement; <br />that he personally had no fear of the ordinance in that he felt <br />that anyone who maintained his property in an acceptable manner <br />would not have the ordinance imposed against him. <br /> <br />Councilman Garthe's motion, seconded by Councilman Griset, to <br />accept Alternative C of the report of the Director of Building <br />Safety dated October 8, 1973, which reads as follows: <br /> <br />"Select critical elements of the Property Maintenance <br />Ordinance to consider incorporation into existing <br />regulations and direct initiation of the Code Enforce- <br />ment Program. For example, amend the Dangerous <br />Buildings Code to accomplish the abatement of aban- <br />doned, boarded up, partially destroyed, or partially <br />constructed buildings. Also, amend the sign Ordinance <br />to provide for the removal of abandoned signs on <br />vacant buildings;" <br /> <br />and to continue to review the methods of implementing the motion <br />at the next Study Session of Council, unanimously carried. <br /> <br />Prior to voting, Councilman Evans expressed concern that the <br />motion might not satisfy Mr. Acevedo's questions with regard <br />to the Logan Area Study. <br /> <br />In response, the Director of Building Safety stated that his <br />staff was committed to await the results of the Logan Area <br />Study before taking any action in that area, except for correc- <br />tion of critical housing problems. (CA 87) <br /> <br />UNION HALL Council considered the <br />1532 EAST CHESTNUT report of the City Manager <br />DANCE PERMIT dated October 10, 1973, <br /> relating to the complaints <br />of citizens concerning the activities taking place at the Union <br />Hall located at 1531 East Chestnut. The report included a copy of <br />a Memorandum of Agreement which had been executed by all of the <br />parties involved. <br /> <br />A unanimously carried motion by Councilman Griset, seconded by <br />Councilman Yamamoto, directed staff to: <br /> <br />1) Work with Union representative, Ysidro Ruvalcava, to <br /> ensure prompt implementation of the terms of the <br /> Memorandum of Agreement; <br /> <br />CITY COUNCIL MINUTES 386 OCTOBER 1S, 1973 <br /> <br /> <br />
