PRIORITIES OF GOALS The Mayor stated that he <br />OF BOARDS AND COMMISSIONS thought the subject of <br /> priorities of goals of <br /> boards and commissions <br />was a good one for Council to discuss, however, he felt they <br />should be taken individually. <br /> <br />By informal unanimous consent, Council agreed that each Board <br />and Commission should be asked to give to Council a summary of <br />its goals and objectives along with its priorities to be <br />considered at a later date. He stated <br />City were hazards and should <br />located in older buildings <br /> <br />were being chased out of town when they were asked to bring <br />their buildings up to Code; that perhaps owners of older build- <br />ings could be given a moratorium if they would agree to tear <br />down their buildings at some definite future date; that they <br />should not be encouraged to put good money after bad in bringing <br />their buildings up to Code. <br /> <br />The City Manager stated that from a fire safety standpoint, all <br />commercial and industrial buildings in the City were inspected <br />annually by the Fire Department; that the Fire Department had <br />begun inspecting residences on a voluntary basis which was a <br />continuous basic upgrading, and that possibly that would be <br />an area where a program could be developed; that the present <br />program provided good control and was enforced to a high level. <br /> <br />The possibility of a moratorium as suggested by Councilman Ward <br />was referred to staff for report and recommendation to Council. <br />(CA 87) <br /> <br />POLICY MATTERS <br /> <br />of, such as travel expenses. <br /> <br />Councilman Garthe stated <br />that he believed there <br />were some Council policies <br />that he was not aware <br /> <br />The Mayor stated that Council policy in the past had been to <br />provide first-class air fare if the trip were over a minimum <br />number of miles, and if it were fewer miles, Councilmen were <br />paid mileage, at 9¢ per mile. <br /> <br />The City Manager stated that guidelines for staff travel expenses <br />had been developed about five years before, and that he would be <br />happy to distribute them to Council, although they probably would <br />not answer all of the questions. <br /> <br />Councilman Ward inquired as to when excursions were allowed or <br />encouraged. <br /> <br />The Mayor responded that it had generally been left up to the <br />individual Council member; that with regard to boards and <br />commissions, he felt the members should make application through <br />their Chairman so that it could come to Council and be pre- <br />approved; that he knew of no instance where a member had been <br />unable to justify his or her excursion. <br /> <br />CITY COUNCIL MINUTES 395 NOVEMBER 5, 1973 <br /> <br /> <br />
