MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />November 5, 1973 <br /> <br />The meeting was called to order at 2:09 P.M. in the Council <br />Chambers of the City Hall, 22 Civic Center Plaza, with the <br />following Councilmen present: John Garthe, Lorin Griset, <br />Vernon S. Evans, J. Ogden Markel, James E. Ward, Harry K. <br />Yamamoto, and Mayor Jerry M. Patterson. Also present were <br />City Manager Bruce C. Spragg, City Attorney James A. Withers, <br />Senior Planner William Daugherty, Director of Public Works <br />Ronald Wolford, and Clerk of the Council Florence I. Malone. <br /> <br />MINUTES The Minutes of the <br /> Regular Meeting of <br /> October 15, 1973 and <br /> the Adjourned Regular <br />Meeting of October 15, 1973 were approved as submitted, on <br />motion of Councilman Yamamoto, seconded by Councilman Ward, <br />unanimously carried, subject to the following correction <br />requested by Mayor Patterson: <br /> <br />and <br /> <br />Omit the word "entire" from the paragraphs on page 388 entitled <br />"Community Redevelopment Commission - Compensation" and "Human <br />Relations Commission - Compensation". (CA 131.2; CA 82.1) <br /> <br />ORAL COMMUNICATION The Mayor acknowledged <br />AFFIRMATIVE ACTION PROGRAM that there were persons <br /> in the audience wishing <br /> to present an oral <br />communication to Council who had not had the opportunity to <br />do so during the Adjourned Regular Meeting immediately preced- <br />ing the Council Meeting. <br /> <br />Ray Villa, Mayor's Manpower Representative, 317 South Bristol, <br />stated that the three gentlemen (Mario Torres, Alex Acevedo <br />and Zeke Hernandez) who wished to speak regarding the City's <br />Affirmative Action Program wanted to defer their presentation <br />until after they had met with the City Manager, and thereafter <br />would prefer to speak at a Council Study Session. <br /> <br />The Mayor suggested that the subject of Manpower/Affirmative <br />Action Program be placed on the next Study Session agenda. <br />(CA 50.4) <br /> <br />COMMUNITY REDEVELOPMENT <br />AGENCY <br /> <br />reconvened at 2:20 P.M. <br /> <br /> At 2:16 P.M., Council <br /> recessed to convene the <br /> Community Redevelopment <br /> Agency.
