<br />City Place <br />Focused Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />AQ-6 The project applicant will be required to name a construction relations officer to act as a <br />community liaison concerning on site construction activity, including resolution of issues <br />related to dust generation from grading/paving activities. <br /> <br />AQ-8 After January 1, 2005, no person shall conduct an active operation with a disturbed surface <br />area of five or more acres, or with a daily import or export of 100 cubic yards of bulk: <br />material without utilizing at least one of the measures listed below. <br /> <br />· Install a pad consisting of washed gravel (minimmn-size: one inch) maintained in a clean <br />condition to a depth of at least six inches and extending at least 30-feet wide and at least 50- <br />feet long. <br /> <br />· Pave the surface extending at least 100- feet and at least 20- feet wide. <br /> <br />· Utilize a wheel shaker/wheel spreading device consisting of raised dividers (rails, pipe, or <br />grates) at least 24-feet long and 10-feet wide to remove bulk: material from tires and vehicle <br />undercarriages before vehicles exit the site. <br /> <br />· Install and utilize a wheel washing system to remove bulk: material from tires and vehicle <br />undercarriages before vehicles exit the site. <br /> <br />· Any other control measures approved by the Executive Officer and the U.S. EP A as <br />equivalent to the actions specifies in subparagraphs (d)95)(A) through (d)(5)(D). <br /> <br />Level of Significance of Impacts Related to Construction NOx Emissions <br /> <br />The short term adverse impacts of the City Place project related to NOx emISSIOns during <br />construction cannot be mitigated to below a level of significance. <br /> <br />4.1.2 Impacts Related to Long Term Air Quality Impacts <br /> <br />Potentially Significant Adverse Impact Related to Long Term Ooerational NOx, CO and ROG <br />Emissions <br /> <br />As described in Section 4.3 in the EIR, the operation of the City Place project will result in <br />adverse air quality impacts related to regional NOx, carbon monoxide (CO) and reactive organic <br />gases (ROG) emissions. <br /> <br />Finding Related to Long Term Regional NOx, CO and ROG Emissions <br /> <br />Specific economic, legal, social, technological or other considerations, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR. <br /> <br />Facts in Support ofthe Finding Related to Long Term Regional NOx, CO and ROG Emissions <br /> <br />U: \DBottlwp51 I City Place findings. doc <br />September 29, 2004 <br /> <br />Page 8 <br /> <br />75A-130 <br /> <br />
