<br />City Place <br />Focused Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />4, Furthermore, there are no alternative sites in the City that are suitable for this proposed project, <br />as described in the Final EIR. Therefore, there are no feasible alternative sites or mitigation <br />measures that would reduce or eliminate the significant unavoidable adverse impacts of the <br />proposed project related to short and long term air quality and surface transportation, <br /> <br />For the reasons stated above, and based on substantial evidence in the record before it, the City finds <br />that the unavoidable adverse impacts of the City Place project related to short and long term air <br />quality and surface transportation are acceptable and, furthermore, finds that the benefits of the <br />project outweigh its unavoidable adverse environmental impacts, <br /> <br />8.0 RECORD OF PROCEEDINGS <br /> <br />Various documents and other materials constitute the record of proceedings on which the City of <br />Santa Ana bases its Findings and decisions contained herein, Most documents related to this Final <br />EIR are located at the City of Santa Ana, Planning and Building Department, 20 Civic Center Plaza, <br />Santa Ana, California, 92702, Some documents included in the record of proceedings may also be <br />located at the offices of consultants retained by the City for this project. <br /> <br />9.0 SUMMARY <br /> <br />1. Based on the foregoing Findings and the information contained in the record, the City of Santa <br />Ana has made one or more of the following findings with respect to each significant adverse <br />impact of the proposed project, as identified in the Final EIR: <br /> <br />. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which avoid <br />or substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />. <br /> <br />Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the fmding. Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency, <br /> <br />. <br /> <br />Specific economic, legal, social, technological or other considerations, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR. <br /> <br />2. Based on the Findings stated herein and information contained in the record, it is hereby <br />determined that: <br /> <br />a, All significant adverse impacts on the environment due to the approval of the project have <br />been eliminated or substantially lessened where feasible. <br /> <br />b. Any remaining significant adverse impacts on the environment found unavoidable are <br />acceptable due to the factors described in the Statement of Overriding Considerations in <br />Section 7,0, above. <br /> <br />10.
