<br />City Place Focused Environmental Impact Report <br /> <br />Responses to Comments <br /> <br />CLARIFICATIONS TO THE DRAFT ENVIRONMENTAL IMP ACT REPORT <br /> <br />The following is a listing of clarifications and additions to the City Place Draft Environmental <br />Impact Report (DEIR). Those parts of text that are underlined indicate revisions by reference to <br />the text of the Draft ErR. <br /> <br />SECTION 1.0 INTRODUCTION <br /> <br />Section 1.0 of the Draft ErR has been revised to identify the City of Orange as a responsible <br />agency with discretionary approval of traffic improvements implemented in the City of Orange. <br /> <br />SECTION 2.0 PROJECT DESCRlPITON AND PROJECT OBJECTIVES <br /> <br />Through the response to comment process, the project description for the proposed project has <br />been amended. The proposed 2,000 square foot black box theater has been deleted from the <br />project. In place of the black box theater, 2,000 square feet of retail area or restaurant area <br />would be provided. The overall commercial area of the proposed project would remain at 57,700 <br />square feet. Additionally, a 2-acre parcel of the project site was rezoned to one dwelling unit per <br />acre, resulting in a reduction of 53 residential units. As a result of refinement of the site 2 <br />live/work units were also eliminated. The total amount of residential units proposed on the <br />project site would be 187 residential units. <br /> <br />EVALUATION OF COMMERCIAL LAND USE CHANGES <br /> <br />The following analysis evaluates how the City Place EIR traffic, air and noise analysis would be <br />affected by replacing the 2,000 square foot black box theater with 2,000 square feet of additional <br />retail or restaurant area. The analysis compares the overall daily traffic volumes and the AM and <br />PM Peak Hour traffic volumes. Table 1 identifies the overall daily traffic volumes and the AM <br />and PM Peak Hour traffic volumes for the City Place project with the 2,000 square foot black <br />box theater. <br /> <br />Additional Retail Area <br /> <br />Table 2 identifies daily traffic volumes and the AM and PM Peak Hour traffic volumes for the <br />City Place proiect with 2.000 square feet of additional retail area in lieu of providing the 2.000 <br />square foot black box theater. As shown in Table 2. the substitution of the black box theater with <br />additional retail area would have a insignificant impact on the overall daily traffic volumes and <br />the AM and PM Peak Hour Traffic volumes generated by the City Place proiect. when compared <br />to the proiect with the black box theater. <br /> <br />Without the black box theater and with the additional retail area. the overall daily traffic volumes <br />generated from the proiect would decrease by 70 vehicle trips. Overall traffic volumes are used <br />to measure roadway capacity impacts. air quality impacts and noise impacts. A reduction in 70 <br />vehicle trips would have a slightly beneficial impact on roadway capacity. air quality emissions <br />and mobile source noise levels.
