<br />- <br /> <br />AGREEMENT 2-0149 <br />Exhibit A <br /> <br />The Centerline Light Rail Transit Project <br />Scope of Work <br />Final Environmental Impact Statement I Environmental Impact RepoĊ <br /> <br />Background <br /> <br />The Board of Directors of the Orange County Transportation Authority (The <br />AUTHORITY) is seeking proposals from a qualified consulting firm <br />(CONSULTANT) to complete the environmental analysis process for The <br />Centerline rail transit project. The AUTHORITY has already prepared a Draft <br />Environmental Impact Statement (DEIS) / Draft Environmental Impact Report <br />(DEIR) dated September 1999, and a Supplemental Draft Environmental Impact <br />Statement (SDEIS) / Revised Draft Environmental Impact Report (RDEIR) dated <br />December 2000 for the Project. The primary objectives of the current effort are <br />to: 1) conduct additional environmental analysis on the Locally Preferred, <br />Alternative (LPA) for the Project to advance the analysis that was conducted for <br />the SDEIS/RDEIR, dated December 2000; 2) prepare a Final Environmental <br />Impact Statement (FEIS) / Environmental Impact Report (EIR); and 3) prepare <br />Findings, Statement of Overriding Consideration and Mitigation Monitoring <br />Program to achieve a Record of Decision and a Certified EIR. <br /> <br />A historical perspective of The Centerline Project (PROJECT) and its <br />environmental process to-date is presented below. <br /> <br />Project History <br /> <br />The Authority has conducted several rail transit studies since 1991. These <br />studies have resulted in three key local decisions: <br /> <br />. In 1991, The AUTHORITY Board adopted a conceptual 87-mile Countywide <br />Long-Range Transit System Plan. The plan identified an expansive 87-mile <br />rail network that uses existing and potential rail corridors across Orange <br />County and provides rail connections to neighboring counties. <br /> <br />. On April 11, 1994, The AUTHORITY Board adopted a 28-mile priority corridor <br />from the Fullerton Transportation Center to the Irvine Transportation Center, <br />better known as "The Corridor." <br /> <br />. In June 1997, the Board approved a Locally Preferred Strategy (referred to as <br />the Elevated Alternative), at the culmination of the Corridor Major Investment <br />Study (MiS), This strategy included further study and refinement of a 28-mile <br />initial Centerline segment in central Orange County between the Fullerton <br />Transportation Center and the Irvine Transportation Center. <br /> <br />The further study and refinement of a 28-mile rail transit system in central <br />Orange County was performed during the Conceptual Engineering phase. <br /> <br />1 <br />
