Business Impro'Vmnent Area (BID) or <br />the Downtown Santa Ana Business Association (DSABA) which u5Cd to 5CrVC as the advisory <br />board for the BID. Our review deteaDincd that tlwy fall into one or more of 3 categorie.s: <br /> <br />(1) those which in some way object to orprotcst the uscumc:nts in general. <br /> <br />(2) those calling for dissolution of the BID, and <br /> <br />(3) thO$c roquestin¡ to withdraw from membeI'$bip in DSABA. <br /> <br />We advised City Staft'that none of the documents qualify as It valid protest to the 2005 Annual <br />BID ~iment because they arc IlDt addressed to the specific annua1 Miessmcmt in quoation as <br />called for Û1 City Council Resolution 2005-093. In IIlOst C&$e$, the petitions addressing the <br />asSe&smcnts arc not dated. Those that are dated were executed in FebruêU)' through April of <br />2004.
