MULTI-MODAL TRANSPORTATION STUDY MOTION was made by Griset, <br />RECOMMENDATION SUMMARY - APPROVED seconded by Luxembourger, to <br />MAYOR AUTHORIZED approve the following recom- <br /> mendations of staff and the <br />Transportation Advisory Committee, as modified by Council, and to authorize <br />the Mayor to submit the recommendations to the Orange County Transportation <br />Commission: <br /> <br />1) <br /> <br />The Pacific Electric Right of Way should be developed as soon as <br />possible into a transportation corridor through Santa Ana serving <br />the Orange County Civic Center, the Orange County Transit District <br />downtown bus terminal, and the future Inter-City Commuter Station <br />for Amtrak and inter-City buses. <br /> <br />2) <br /> <br />The Main Street Corridor should be developed as soon as possible <br />into a rapid transit corridor serving the John Wayne Airport, the <br />Orange County Civic Center and Orange County Transit District <br />downtown bus terminal, the Main Street financial district and the <br />Anaheim commercial, recreational area; and intersecting the Pacific <br />Electric Corridor in downtown Santa Ana. <br /> <br />3) The Amtrak Inter-City Commuter Station should be built as soon as <br /> possible. <br /> <br />4) <br /> <br />Planning and design studies for the Orange Freeway extension from <br />the Garden Grove Freeway to the San Diego Freeway should be <br />commenced as soon as possible. <br /> <br />Additional high occupancy vehicle lanes should be constructed on <br />existing freeways. <br /> <br />6) <br /> <br />Efforts should be made to increase the modal split away from the <br />single occupant vehicles, including lowering the basic assumption <br />for modal split to 20 or 15 miles per hour during freeway peak <br />hours. <br /> <br />7) <br /> <br />Ridesharing and other Transportation Systems Management strategies <br />should be emphasized to increase the capacity of the existing <br />system. <br /> <br />8) Congestion relief should be provided in areas that currently have <br /> travel problems, prior to system expansions. <br /> <br />9) <br /> <br />Transit accessibility should be increased so as to encourage more <br />use of public transit, through reduced headways, more routes, <br />express service, and improved downtown accessibility using mini- <br />buses or other feeder networks. <br /> <br />10) <br /> <br />Future land use decisions should be based on controlled planning to <br />ensure that land use and transportation development plans are <br />compatible. <br /> <br />AYES: Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />NOES: None CA 82.12A <br />ABSENT: Bricken CA 112.2 <br /> <br />ORAL COMMUNICATION Following the oral report by <br />JOINT POWERS AGREEMENT the Assistant Executive Direc- <br />APPROVED tor, Redevelopment & Housing, <br /> MOTION was made by Luxembourger, <br />seconded by Griset, to authorize the Mayor to execute a Joint Exercise of <br />Powers Agreement between the City of Santa Ana and Community Redevelopment <br />Agency for acquisition of property in the Redevelopment Project Area located <br />at 2660 North Main (Weber's Bakery, corner of Main Street & Roe Drive). <br /> <br />CITY COUNCIL MINUTES <br /> <br />25 JANUARY 21, 1980 <br /> <br /> <br />
