HENSLEY, CHIEF OF POLICE <br /> <br />January 17, 2005 <br /> <br />Captain George Saadeh <br />Santa Ana Police Department <br />60 Civic Center Plaza <br />Santa Ana, CA 92702 <br /> <br />Dear Captain Saadeh, <br /> <br />In an Urban Area Security Initiatiye (UASI) update, dated December 28, 2004, <br />you indicated the availability of funding that had been allocated for police and fire <br />facility hardening. The Costa Mesa Police Department is requesting $128.000.00 <br />in funding for such a project. <br /> <br />Since September 11, 2001, we all realize the need to ensure that the critical <br />infrastructure of our respective cities is protected and hardened against terrorist <br />attacks. Protecting the police and fire facilities is an important aspect of this task. <br />In protecting the police and fire facilities, it is necessary to balance the need of <br />having easy public access, yet protecting these same facilities from the threat of <br />terrorist attacks. The Costa Mesa Police Department has designed a project that <br />balances these needs and adds necessary security measures to protect the <br />police facility, as well as an adjacent fire facility. <br /> <br />The project includes erecting security gates to both the rear vehicle entrances <br />that access police and fire vehicle parking areas, as well as employee parking for <br />both of the facilities. Four pedestrian gates will also be included to the rear of the <br />facilities. The vehicle and pedestrian gates will be accessed using card reader <br />devices. Security cameras will be added to an existing system that will provide <br />the necessary visibility to the parking areas and gate access points. <br /> <br />The company that provided the quotation is Siemens, a company that has <br />installed other security systems throughout the City. The total inyestment for this <br />facility-hardening project is $128,000.00. Refer to the attached quotation for <br />more specific details. <br /> <br />The Costa Mesa Police Department is also requesting $9000.00 in UASI funding <br />to provide tactical hearing and communication sets for SWAT officers.
