<br />Attachment B <br /> <br />t(Q)~1f <br /> <br />COSTA MESA POLICE DEPARTMENT <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Scheralee Ford, Commander, Technical Services Division <br />Allen Huggins, Lieutenant, Logistical Support Services <br /> <br />FROM: <br />SUBJECT: <br />DATE: <br /> <br />Clay Epperson, Sergeant, Jail <br /> <br />Budget Proposal for Rear Lot Security Perimeter <br /> <br />December 7, 2004 <br /> <br />RECOMMENDATION: <br /> <br />Include funding for security gates and perimeter fencing for the rear parking area of the <br />police department in the 2005/06 budget. <br /> <br />The cost for this project is estimated to be approximately $119,000.00 <br /> <br />BACKGROUND: <br /> <br />Historically, the rear parking area of the Costa Mesa Police department has lacked any <br />type of security measures to keep intruders out of the rear lot area. Over time, the rear <br />parking area has expanded beyond a brick wall that enclosed the parking area to include <br />parking and access for Communications, a Fire Station and the helipad. Sensitive <br />equipment such as the Mobile Command Vehicle, the SWAT truck, frozen and dry <br />evidence storage, the police vehicle and helicopter fueling systems, undercover vehicles, <br />and police vehicles containing weapons and computers are accessible to any intruder. <br />Although most doors remain locked, anyone entering the rear lot has direct access to the <br />jail, the police facility, communications and the rear doors of the fire station. <br /> <br />There are many avenues for people to enter the rear lot area by vehicle and on foot. <br />Incursions by citizens are a daily Occurrence and are generally just a nuisance. There <br />have been instances where both citizens and former arrestees have attempted <br />uncontrolled access to the police facility and jail. Seyeral known criminals have been <br />found prowling in the parking area. On occasion, both citizens and former inmates have <br />been able to enter restricted access areas inside the police facility without detection. <br /> <br />Another aspect of the lack of security is that employees do not feel that" their vehicles are <br />secure, and that a hostile subject could easily observe and identify an employee's vehicle <br />for purposes of retaliation. Some employees have voiced concern over having to walk to <br />their vehicles in the dark due to the lack of security. <br />
