Conditional <br />use permits or development agreements are two possibilities. " <br /> <br />The "mechanisms for compliance" would not be contained within the General Plan. As <br />stated above, the City's General Plan is not an appropriate place for this type of nuts and <br />bolts discussion; it is the overlying policy document. <br /> <br />"(uO Identification of Review and Approval Procedures. Lastly, the <br />procedures for review and approval of individual development proposals <br />must be defined. The types of actions that are to be submitted to the AL UC <br />for review, and the timing of such submittals relative to the internal review <br />and approval process, also must be indicated. with the goal in mind to <br />achieve consistency. " <br /> <br />Again, as already discussed, this is not an appropriate concept for a general plan. The City <br />complies with all State laws, including those that dictate the timing for projects. <br /> <br />The following responses apply to the itemized points 1 through lIon pages 3-6 <br /> <br />V. Page 3-4 <br /> <br />Applicabilitv of State Law Section <br /> <br />The City is subject to and acknowledges it will comply with State law, including the Public <br />Utilities Code Section 21676 as clearly stated on page 17 of the AEE. The State Law <br />section was added to the AEE at the request of ALUC staff. You must agree that this <br />section is unnecessary to include in the document, since the City of Santa Ana is obligated <br />to comply with State law. <br /> <br />AEE Goals <br /> <br />Page 1, Paragraph 1 of the AEE states, "The Airport Environs Element of the City of Santa <br />Ana General Plan serves as the long-range policy guide to safeguard the general welfare of <br />the inhabitants within the City of Santa Ana in the vicinity of John Wayne Airport (JW A). <br />Additionally, it provides guidance for the purpose of ensuring navigable airspace is not <br />impacted by future development in the City." This is the stated goal of the element. I am <br />unclear as to how this paragraph is so deficient that it is inconsistent with the AELUP. <br />There is nothing within this section of your letter that indicates how the AEE is inconsistent <br />with the AELUP in this regard. <br /> <br />75C-203 <br />
