<br />Attachment A <br /> <br />Part One. Grant Overview, Continued <br /> <br />Grant Following are grant recipient responsibilities: <br />Recipient <br />Responsibilities I. Submit a grant application package to the state by April 24, 2004. <br /> <br />2. New urban areas must: <br />a. establish an Urban Area Working Group (UA WG); <br />b. conduct an urban area assessment (previously collected assessment <br />data from the 2003 State Homeland Security Assessment and Strategy <br />program may be used); and, <br />c. develop and submit an Urban Area Homeland Security Strategy. <br /> <br />3. Transit agencies must: <br />a. conduct a Transit System Threat and Vulnerability Assessment (if not <br />already completed); and, <br />b. develop a Transit Security and Emergency Preparedness Plan (if a <br />current one does not exist). <br /> <br />4. Comply with all assurances and certifications contained in the Grant <br />Assurances. <br /> <br />5. If required, submit an Equal Employment Opportunity Plan (EEOP) to the <br />Department of Justice's Office of Civil Rights (OCR) in accordance with <br />the OCR letter dated July 29,2002 (Appendix D), with a copy of the <br />cover letter to OES. Grant recipients are also responsible for ensuring <br />that any jurisdictions receiving funds from them must also comply with <br />EEOP requirements. <br /> <br />6. Conduct threat- and perfonnance-based exercises in accordance with <br />ODP's Homeland Security Exercise and Evaluation Program (HSEEP) <br />manuals. Once an exercise paid for with grant funds has been scheduled, <br />grant recipients must notifY the California Military Department (CMD) of <br />the date, time and location of the exercise. Such notice can be made by <br />calling Major Louis Millikan at (916) 826-6399 or via e-mail to <br />louis.millikan@ca.ngb.armv.mil. On behalf of OHS, the CMD will <br />maintain a web-based master schedule of all exercises occurring <br />throughout the state to increase communication and coordination of all <br />exercises. <br /> <br />7. Prepare After Action Reports (AARs) and Corrective Action Plans <br />(CAPs) for each exercise conducted with ODP support (grant funds or <br />direct support).
