<br />Shea Homes Residential Project Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />3.2.2 Draft EIR <br /> <br />Circulation of the Draft EIR <br /> <br />The City of Santa Ana circulated the Draft EIR for the Shea Homes Residential Project for public <br />review between August 9, 2005 and September 22, 2005. The Responses to Comments Report <br />(RTC) documents the public review and comment period for the Draft EIR. The Notice of <br />Availability (NOA) for the Draft EIR is provided in Appendix A of the RTC Report. The NOA <br />was published in the Orange County Register on August 9, 2005, and filed with the Orange <br />County Clerk. <br /> <br />Written Comments <br /> <br />The written comments received on the Draft EIR included comment letters and written comments <br />provided to the Planning Commission during the public hearing. Written comments on the Draft <br />EIR for the Shea Homes Residential Project were received from the following: <br /> <br />. Southern California Association of Governments <br /> <br />. Orange County Sanitation District <br /> <br />. California Department of Transportation <br /> <br />. County of Orange <br /> <br />Planning Commission Public Hearing <br /> <br />A public hearing was held on the Draft EIR for the Shea Homes Residential Project as part of the <br />regularly scheduled August 22, 2005 City of Santa Ana Planning Commission meeting. This <br />meeting was held in the City of Santa Ana Council Chambers (22 Civic Center Plaza, Santa Ana). <br />The purpose of the meeting was to receive public comments on the Draft EIR. The minutes from <br />the public hearing is provided in Appendix B of the RTC Report. <br /> <br />Second Planning Commission Public Hearing <br /> <br />A second public hearing with the Santa Ana Planning Commission was held on the Final EIR for <br />the Shea Homes Residential Project on October 10,2005. This meeting was held in the City of <br />Santa Ana Council Chambers (22 Civic Center Plaza, Santa Ana). The purpose of the meeting <br />was to review response to comments on the Draft EIR and to receive additional public comments <br />on the Draft EIR. There were no additional comments raised by the public on the Final EIR. At <br />the conclusion of the meeting, the Santa Ana Planning Commission recommended the City <br />Council certify the Final EIR for the Shea Homes Residential project.
