<br />STUDY DESIGN - RETURN ON INVESTMENT ANALYSIS <br /> <br />In the Program Year 2002-2003 ROI Study, average annual salary for universal access <br />customers was unavailable; resulting in the use of estimates derived from Dislocated <br />Workers and Adult program clients. Economic benefit to the government was based <br />solely on an estimate of the market price of placement services provided by the center. <br />Our proposed 2003-2004 ROI study will follow the methodology used in the Program <br />Year 2002-2003 ROI study, except for changes related to these two items. <br /> <br />We propose to obtain annual pre- and post-salary information from the target population <br />during telephone survey administration to more accurately estimate the ROI for this <br />group of users. <br /> <br />It is possible that because the WORK Center provides free placement services, a portion <br />of the recipients that make use ofthe Center would not have gone to any other placement <br />center had the WORK Center not existed. We propose including the additional tax <br />revenue generated from this group of people in the overall economic benefit estimated for <br />the program. <br /> <br />Any benefit provided to both the Center users and the government accrues over time <br />because individuals, on average, retain their jobs for multiple years. Therefore, our ROI <br />calculations will capture estimated economic benefits to the government from taxes paid <br />to date over the term of their employment. To derive this estimate, respondents will be <br />queried as to the length of their employment since using WORK Center services or <br />resources. <br /> <br />DOCUMENTATION NEEDED <br /> <br />The SSRC requests the entire universal access customer database for Program Year 2003- <br />2004 as we anticipate that not all numbers will be valid (e.g., disconnects resulting from <br />phone number changes). To produce the ROI report, the SSRC team will require total <br />funds provided to the Santa Ana WORK Center during Program Year 2003-2004 as well <br />as estimates of in-kind or time donations provided by partner agencies. <br /> <br />TIMELINE <br /> <br />Assuming an approval date of September 9, 2005, the SSRC and its collaborative <br />partners (ph.D. level staff) will immediately begin working with Santa Ana WORK <br />Center and WIB staff to develop a questionnaire for telephone survey administration. <br />This should be accomplished by September 30, 2005. Once finalized, it will be <br />programmed in-house using Ci3 CATI software. It is estimated that six to seven weeks <br />will be required to survey 400 universal access customers; data collection would thus end <br />mid-November. During data collection, relevant fmancial data will be obtained and <br />report preparations will commence (Drs. Robinson, Sane, and CSUF College of Business <br />and Economics Professors). A draft ROI report will be circulated for feedback two to <br /> <br />8 <br />
