The lowest <br />bid was submitted by M.J. Contractors, for $280,000, which is above the <br />Engineer's estimate of $195,000. The high bid amount is attributed to the <br />uniqueness of the project as evidenced by the small number of bidders. <br />ENVIRONMENTAL IMPACT <br />Pursuant to environmental study ER 2002-304, the project will not have a <br />significant effect on the environment. Therefore, a Negative Declaration <br />was granted for the project and no mitigation measures are required. <br />FISCAL IMPACT <br />The funding analysis shows a total estimated construction cost of <br />$350,000 for the project (Exhibit 2). Funds are available in the <br />California State Park Bond Fund (account no. 169-270-6631), the Capital <br />Outlay Fund-Park Improvements (account no. 51-250-6631), and the <br />Recreation Community Services Facilities Maintenance Fund (account no. <br />11-260-6291). <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />7 <br />James G.
