Santa Ana Renaissance Specific Plan <br />Proposal Clarifications by Moule & Polyzoides <br />Item 2: <br />Clarify the outreach program and provide additional information on bilingual staff and on <br />creating a conscious and deliberate information/communication strategy. <br />Response: <br />Outreach Program: The outreach program consists of two general components: <br />a) A series of Discovery Workshops with each of the geographic areas we identify above <br />in phase i will be held prior to the pre-charrette study session. Stefanos discussed <br />with you that this is most likely between 4 and 5 based and intended to focus on the <br />issues, needs and objectives of each geographic area. <br />b) Per the RFP, five joint Study Sessions with the Planning Commission and City Council <br />(including the Redevelopment Commission and Historic Resources Commission). It <br />is the goal to consolidate these sessions as practical. <br />Discovery Workshops <br />Scope and Purpose — These are between 4 and 6 hours in length for the purpose of <br />communicating with a particular geographic area of the community and the <br />associated stakeholder groups within it (e.g., neighborhood groups, merchants' <br />association, bicycle coalition, etc.). At these workshops, we will present what we've <br />learned about the particular area in relation to the overall downtown. In this way, we <br />begin the dialogue with each area and gain a deeper understanding of the issues and <br />needs as well as begin a relationship that will take all of us through the process over <br />the next year. <br />At the end of each discovery workshop, we expect to have: a) refined/corrected <br />analysis, b) detailed list of comments received, c) summary of direction/input from <br />participants. Each workshop will be represented in a catalog to be produced at the end <br />of this process (Post -Discovery Workshop Catalog) for all participants to use in <br />communicating about the project and for the consultant team to use in preparing for <br />the charrette (2, It x 17 color copies and PDF version for web). <br />Participants - The RFP identifies several groups that are to be addressed in the <br />outreach and participation phase of the plan. In our experience, individual meetings <br />should be used sparingly so that all participants directly see and hear each other's <br />discussion and concerns. In processes where the focus is on meeting individually with <br />each interested group, it tends to foster conflicting expectations that are not truly <br />understood as conflicting, by the community, until late in the process. For this <br />fundamental reason, we propose to combine as many groups as is practical within the <br />context of the individual geographic areas we identify with you. We will then engage in <br />discussion with participants about their response to this information to tell us what <br />issues they see that need attention and, what desires or vision they have about the <br />project. <br />Notification - Each meeting will be advertised on the internet. We recommend that <br />flyers be provided at high-profile locations such as: post office, libraries, city hall, park <br />and recreation centers, churches, grocery stores, etc., to try and reach as many people <br />as possible. We also recommend making contact with the social organizations and <br />service groups in the area to determine if they can help spread the word about the <br />project. This can take the form of the consultant informing these groups for them to <br />directly communicate with the community or, the consultant can meet with combined <br />30 January 2oo6 <br />Page 2 of 6 <br />
