Her expertise in performing evaluation of property conditions, <br />remediation of contaminated sites as well as both landfill operations and oil field closures makes <br />her particularly effective in managing a wide range of projects. Her rcsponsibilities include, but <br />are not limited to, directing field personnel, performing review, analyses of data accumulated and <br />preparation of final repOrts for review by Local Enforcement Agencies (LEAs). Ms. Kia heads <br />up GeE's Environmental Division, staffmg environmental projects including site assessments, <br />site characterizations, remedial activities and permitting. <br /> <br />Ms. Kia will utilize in-house environmental professionals and company resources to assure <br />timely completion of the project. Mr. Richard Prosser, P.E. will be utiliu:d in the role of <br />QNQC. The staff specifically assigned to this project will be Mr. Richard Frizzell, R.G., <br />Ms. Enid CQhn, REA, Mr. Ken Lundberg. and Mr. Brian Millage. Resumes for Project <br />professionals are presented in Appendix B. <br /> <br />Mr. Richard: Frizzell, R.O.: Mr. Frizzell is a Registered Geologist with over twelve years of <br />experience hi environmental sciences including Phase I Environmental Site Assessments (ESAs), <br />Remedial Action Plans (RAPs), remediation system installation, Phase II soil and groundwater <br />assessments; underground storage tank (UST) removal and closures, Solid Waste Assessment <br />Tests (SWATs), groundwater, surface water and vadose-zonc water issues as related to landfills, <br />landfill siting, Environmental Impact Reports (ElRs) related to landfill feasibility, and closure <br />and expansion plans.. He has been responsible for field operations and supervising field <br />technicians during a groundwater assessment at active and closed landfill sites including <br />Superfund sItes throughout southem California. He has experience in completing site-specific <br />Health and Safety Plans and has acted as the site Health and Safety Officer on numerous projects. <br />Additional cixperienceincludes working knowledge of environmental regulations including but <br />not limited to CCR Title 22 and 23; CFR Title 40, Subtille D, and South Coast Air Quality <br />Management District (SCAQMD) Rule 1166. <br /> <br />Ms. Enid CQhn, REA, AHEM: Ms. Cohn has over sixteen years professional experience, <br />including teli years experience in performing asbestos surveys and monitoring asbestos abatement <br />projects, penonning environmental site assessments (ESAs) for industrial, commercial. and <br />residential properties; managing and preparing environmental impact studies (EISs) and reports <br />(EIRs) for hazardous :materials handling. offshore oil development, and other projects; and <br />regulatory c6mpliance evaluations. Ms. Cohn is a State of California Certified Asbestos Consultant <br />which enables her to conduct sampling for asbestos-containing materials, develop Operations and <br />Maintenance Plans, prepare abatement specifications, and oversee asbestos abatement activities. <br />Ms. Cohn maintains certifications under the federal Asbestos Hazard Emergency Response Act <br />(AIIERA) as a Management Planner, Building Inspector, Contractor/Supervisor/Competent Person, <br />and Project Pesigner. <br /> <br />Mr. Brian Millage: Mr. Millage is a geographer with experience in environmental projects <br />including performing site visits, aerial photograph review, background research, chain-of-title <br />review, datti collection, field monitoring and equipment maintenance, and environmental report <br />writing. <br /> <br />7 <br /> <br />f:~CTVUIOPIl.OPOSL'Ci'Y or Sa."
