REQUEST FOR <br />COUNCIL ACTION pdounon let <br />CITY COUNCIL MEETING DATE: <br />MAY 1, 2006 <br />TITLE:. <br />CONTRACT AWARD FOR <br />CONCEALED WEAPONS DETECTOR <br />(SPEC: NO. 06-058) <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15~ Reading <br />^ Ordinance on Intl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Award a contract to View Systems, Inc. for the purchase and installation of <br />a concealed weapons detector in the amount not to exceed $20,000. <br />DISCUSSION <br />The City of Santa Ana maintains a 480-bed holding facility, which processes <br />over 25,000 visitors throughout the year. To ensure the safety of both <br />visitors and staff, all persons entering the facility are required to pass = <br />through a weapons detector. The existing weapons detector is over 10 years <br />old and as a result is less reliable due to its age and obsolete <br />technology. Staff has determined that a new concealed weapons detector is <br />necessary to ensure that all staff, visitors, attorneys, and inmates are <br />safe when people enter the facility. SecureScan II, manufactured by View <br />Systems, Inc., is the only detector that is harmless to pregnant women and <br />individuals with pacemakers and therefore is a sole source provider of this <br />passive walk-through detector. As a result, staff recommends Council <br />approval of the recommended action.
