17. Prior to issuance of a grading permit, the applicant shall provide two <br />copies of the Water Quality Management Plan that includes site <br />assessment, site design BMPs, applicable routine Source control BMPs, <br />selection and sizing of the Treatment Control BMPs, funding mechanisms <br />for long-term operation and maintenance and an operation and <br />Maintenance Plan. <br />18. Prior to issuance of building permit, the developer shall provide payment <br />of City of Santa Ana Federal Clean Water Protection Enterprise Fees. <br />19. Prior to issuance of building permits, the project developer shall construct <br />a raised median along First Street from the western driveway to the <br />Golden Circle Driveway. <br />20.
