Crn' OF SANTA ANA <br />2006-2007 ANNUAL ACTION PLAN <br />TRANSITION TO PERMANENT HOUSING <br />Access to decent, affordable permanent housing is the ultimate goal of the City's <br />Continuum of Care system. In the past, the City has provided HOME, CDBG and <br />Redevelopment resources to nonprofit service providers in order to acquire and <br />rehabilitate housing units for persons leaving homeless programs. Some of these <br />units have been targeted for special need populations such as the disabled, youth, <br />and individuals living with HIV/AIDS. During the 2006-2007 Program Year, HOPWA <br />funding will be utilized to provide rental assistance to 50 individuals living with <br />HIV/ADS on a countywide basis. No additional projects are planned at this time: <br />SPECIAL NEEDS OF PERSONS NOT HOMELESS BUT iN NEED OF SUPPORTIVE HOUSING <br />Santa Ana will continue to provide federal and non-federal resources to meet the <br />needs of persons with special needs (e.g., frail elderly, persons with disabilities, <br />persons living with HIVlAIDS). Various programs will be undertaken during the <br />2006-2007 Program Year including housing rehabilitation (which may include <br />installation of items such as ramps, grab bars, wider doors, etc., to improve mobility <br />for persons with disabilities), and public services. An estimated 875 individuals will <br />be assisted with these specialized public services during FY 2006-2007. Specific <br />activities to be carried out are delineated in the Listing of Proposed Projects - <br />Attachment 2. <br />F. OTHER ACTIONS <br />IDENTIFICATION OF IMPEDIMENTS TO FAIR HOUSING CHOICE <br />As a recipient of federal grant funds, the City of Santa Ana is required to prepare an <br />analysis of impediments to fair housing choice (AI). In addition to identifying <br />impediments, a strategy to overcome these barriers must be implemented. The AI <br />must be prepared to complement the Consolidated Plan. The City was a participant <br />in the development of a regional AI, prepared by the Fair Housing Council of Orange <br />19 arzo/os <br />19D-24 <br />
