CITY OF SANTA ANA <br />2006-2007 ANNUAL ACPON PLAN <br />funded activities have been linked to outcome measurements that have been <br />developed by City staff and incorporated into the City's 2005-2009 Consolidated <br />Plan. The City will to continue monitor actions taken by HUD to finalize outcome <br />measurements regulations, and if necessary, the City will revise its outcome <br />measurement system to fully comply with HUD. In the interim, the City will utilize <br />tools such as HUD's CPMP to delineate proposed outcomes and performance <br />measurements. <br />G. PROGRAM SPECIFIC REQUIREMENTS <br />HUD requires that the City discuss how certain program specific requirements will be <br />addressed during the program year. Actions to address these program specific <br />requirements are outlined below. <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />The City of Santa Ana will expend CDBG funds on eligible activities to address <br />priority housing and community needs. Activities will be limited to those that benefit <br />Low- and Moderate-Income households or to eliminate conditions of slum and blight. <br />These activities are described in detail in Attachment 2. The City anticipates it will <br />receive program income during the 2006-2007 Program Year; however, these <br />resources will be reprogrammed at a later time. A total of $623,600 in program <br />income from prior years will also be available for expenditure during the 2006-2007 <br />Program Year on eligible CDBG activities. Additionally, the City has identified a <br />limited amount of Urban Development Action Grant (UDAG) program income that it <br />will utilize to continue its downtown revitalization. project initiated during Fiscal Year <br />2005-2006. The City did not have any grant funds returned to its line of credit, nor <br />will it undertake float-funded activities (thus will not realize any program income from <br />float-funded activities).
