Attachment C

Section

6 Interoperable Communications Equipment

AEL Ref No Title / Description

Fall 2004
SEL Ref Number

SHSPI LETPP MMRS EMPG
VAS]

6.0 NOTES TO APPLICANTS
iii'I l,(J iii'I iii'I (1) This section includes equipment and systems that provide connectivity
and electrical interoperability between local and interagency organizations to
coordinate CBRNE response operations. When utilizjng OOP program funds
in the category of Interoperable Communications Equipment to build,
upgrade, enhance, or replace communications systems, grantees and sub-
grantees should develop a comprehensive interoperable communications
plan before procurement decisions are made. Guidance for development of
interoperable communications plans is provided in Appendix H.
(2) In an effort to improve emergency preparedness and response
interoperability, all new or upgraded radio systems and new radio equipment
should be compatible with a suite of standards called ANSlrrIAlEIAA-102
Phase I (Project 25). These standards have been developed to allow for
backward compatibility with existing digital and analog systems and provide
for interoperability in future systems. The FCC has chosen the Project 25
suite of standards for voice and Jow-moderate speed data interoperability in
the new nationwide 700 MHZ frequency band. The Integrated Wireless
Network (IWN) of the U.S. Justice and Treasury Departments has also
chosen the Project 25 suite of standards for their new radio equipment. In
an effort to realize improved interoperability, all radios purchased under this
grant should be APCO 25 compliant.
6.1 In-Suit Communications
iii'I iii'I iii'I iii'I Land Mobile, Two-Way In-Suit Communications (secure, hands-free, fully
duplex, optional), including air~to-ground capability (as required).
6.2 Radio, Portable 06CP-01-PORT
iii'I iii'I ~ iii'I Individual/portable radios, including software radios.
6.3 Radio, Mobile 06CP-01-MOBL
iii'I iii'I iii'I iii'I Mobile radio equipment, deployed on vehicles
6.4 Radio, Base 06CP-01-BASE
iii'I iii'I iii'I iii'I Base radio system
6.5 Radio, High Frequency (HF) Single Sideband 06CP-03-HFRQ
iii'I iii'I iii'I iii'I High Frequency (HF) Single Sideband communications equipment
6.6 Repeaters 06CP-01-REPT
iii'I iii'I iii'I iii'I Repeaters
6.7 Transmission Device, Wireless, Remote Sensor 06CP-01-SNSR
iii'I iii'I iii'I iii'I A device which, when attached to a remote sensor such as a video camera
or chemical detector, allows wireless transmission of data to a distant base.
May use radio frequency (RF), or infrared (IR) transmission.

Interactive versions of this appendix and the Fa//2004 SEL are available on-line at www.rkb.mipt.org.
Wednesday.
