G. The efforts of Mayor Pro Tem Lisa Bist, who represented the City of Santa <br />Ana on the Super Committee and as chair of the Investment Plan <br />Subcommittee, provided input into the plan to assure the City's <br />transportation needs were reflected. <br />H. The leadership of Santa Ana's Super Committee representative combined <br />with the efforts of her council colleagues will give the city the flexibility to <br />allocate more than and estimated $193.6 million in Measure M "fair share" <br />funds over the next thirty years to improve city streets and roads. <br />If approved by two-thirds (2/3) of the voters, Measure M would authorize <br />the collection of a one-half of one percent (''/z %) sales tax fora 30-year <br />period from 2011 to 2041, generating an anticipated total of $11.8 billion <br />for local transportation projects. <br />J. Measure M revenues raised from the continuation of Measure M would <br />remain in Orange County for countywide transportation improvements and <br />could not be diverted by the state or federal government. <br />K. Measure M would provide a stable, long-term funding source to alleviate <br />traffic congestion; improve travel on local streets, major roads and <br />highways, expand transit services and provide transportation-related water <br />quality improvements. <br />L. The Transportation Investment Plan contains strong taxpayer safeguards <br />such as annual independent audits, public review of Plan every 10 years, <br />annual report to taxpayers and penalties for misspending funds. <br />M. California Public Utilities Code section 180206(b) requires that the <br />Measure M Investment Plan be approved by the County Board of <br />Supervisors and by the city councils representing both a majority of the <br />cities in the county and a majority of the population residing in the <br />incorporated areas of the County. <br />Section 2. The City Council of the City of Santa Ana hereby approves the <br />Renewed Measure M Transportation Investment Plan for purposes of placing <br />Measure M before the voters of Orange County. <br />Section 3. This Resolution shall take effect immediately upon its adoption by <br />the City Council, and the Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br />Resolution No. 2006-XXX <br />Page 2 of 2 <br />55C-4 <br />
