<br />reported population of 49,097 people residing in 15,326 residential units. The Demographics of <br />the city are 28% Hispanic, 59% White, 10% Asian and 2% Black. The Hispanic portion of this <br />population is located primarily in the southern portion of the city and there are three very active <br />traditional Hispanic gangs located in these southern neighborhoods. While the City is generally <br />safe, there is a disproportionate amount of crime occurring within these southern neighborhoods <br />involving gang members. In an effort to respond to this problem, the Police Department has <br />assigned two officers and a detective to serve as a gang unit. <br />While this effort has proved effective in addressing gang crime, budget cuts, staffing shortages <br />and an increase in gang activity have limited the time the gang unit has to focus their efforts on <br />day to day gang problems. <br /> <br />Goal: <br /> <br />The Placentia Police Department is proposing that its goal for the Byrne Justice Assistance Grant <br />funds is to supplement gang staffing with patrol overtime focused at decreasing gang related <br />crime in the city ofPlacentia. <br /> <br />Obiectives: <br /> <br />The goal will be accomplished through the following activities: <br /> <br />. Increase the number oflawful police contacts with gang members to gain intelligence and <br />investigative information for prosecutorial purposes <br />. Increase the number of arrest and prosecution of gang members <br />. Promote information sharing between patrol officers and gang investigators by <br />implementing a weekly gang briefing sheet and roll call briefings <br /> <br />Ouantifiable Performance Measures: <br /> <br />Performance measures identified for this effort include: <br /> <br />. Number of gang related calls handled <br />. Field Interview Cards completed on gang members <br />. Number of documented gang membership in compliance with California Penal Code <br />Section 186 <br />.
