REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 5, 2006 <br />TITLE: <br />PROPOSED PROCESS FOR <br />CONTRACTING OUT <br />CITY SERVICES <br />. ~~ <br />F,Jtycation Isr <br />~~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Manager to develop a process that whenever the City <br />proposes to contract out work that results in City employees being laid <br />off the City will provide the affected Union and/or Association with the <br />following: <br />1. Sufficient advance notice to meet and confer with the City's <br />representative over the impact on affected City employees; and <br />2. Provide data showing the cost savings of contracting out to <br />allow the affected employees and their representatives the <br />opportunity to demonstrate that they can do the work on a cost- <br />effective basis before the City Council makes any final decision <br />to lay off City employees; and <br />3. If the decision is to contract out work being performed by City <br />employees, that the City whenever possible require the <br />contractor to commit to hiring City employees laid off, if any; <br />and <br />4. Encourage the affected employees and their representatives to <br />provide information on the performance standards for those <br />contracts; and <br />5. G~henever possible require the contractor to pay prevailing <br />industry wages to its employees doing contract work for the <br />City; and <br />6. Periodically require staff to audit and prepare a report to the <br />City Council on those contracts to ensure that they are meeting <br />performance standards and actual cost savings efficiencies. <br />85A-1 <br />
