Attachment C <br />Section 18 CBRNE Aviation Equipment <br />AEL Ref No Title /Description Fall 2004 <br />srrsri LETrr msrxs e.vEC SEL Ref Number <br />u. sr <br />18.1 Aviation Equipment, CBRNE <br />dā ā ā ā This category allows for the purchase of special - purpose aviation equipment <br />where: (a) such equipment will be utilized primarily for homeland security <br />objectives and permissible program activities; (b) the local units of <br />government certifies that it has an operating aviation unit; and (c) the costs <br />for operation and maintenance of such equipment will be paid from nongrant <br />funds. Aviation equipment is defined to include fixed -wing aircraft, <br />helicopters, and air - safety containers for CBRNE terrorism prevention, <br />response, mitigation and /or remediation. Allowable costs include the <br />purchase of customary and specialized navigational, communications, <br />safety, and operational equipment necessary for CBRNE prevention, <br />response and /or recovery. <br />(NOTE: Prior to obligating funds for this category of equipment, grantees <br />must obtain a waiver from Department of Homeland Security Secretary <br />through ODP by first consulting with their DHS -ODP Preparedness Officer <br />and providing a detailed justification for obligating funds in this category, and <br />receiving approval to obligate funds. The detailed justification must address <br />the following requests: <br />1. Please justify the need for the aircraft and how the requested platform <br />best meets that need as compared to other options. <br />2. Please certify on signed letterhead that an existing aviation unit is <br />operating and will continue to operate independent of the requested funding. <br />3. Please identify the applicable goals and objectives in your State/Urban <br />Area Homeland Security Strategy that the requested aircraft addresses. <br />4. Please explain how the request aircraft fits into the State /Urban Area's <br />integrated operational plans. <br />5. Please explain what types of terrorism incident response and <br />prevention equipment with which the requested aircraft will be outfitted. <br />6. Please describe how this aircraft will be used operationally and which <br />response assets will be deployed using the requested aircraft. <br />7. Please describe how this aircraft will be utilized on a regular, non - <br />emergency basis. <br />Licensing, registration fees, insurance, and all ongoing operational expenses <br />are the responsibility of the grantee or the local units of government and are <br />not allowable under this grant. In addition, the purchases of general - purpose <br />public safety aircraft such as, but not limited to, firefighting planes or police <br />helicopters are not allowable. Furthermore, local units of government, <br />including State agencies, must certify that they have an operating aviation <br />unit and that no expenses will be charged against the grant award for the <br />operation of such aviation unit.
