<br />ANALYSIS METHODOLOGY <br /> <br />This traffic study includes documentation of Existing Conditions, analyses of cumulative traffic conditions <br />and identification of project-related impacts at the following eight study intersections: <br /> <br />· Grand Avenue and Warner Avenue <br />· Grand Avenue and Brookhollow Drive <br />· Grand A venue and Dyer Road <br />· Dyer Road and Main Street <br />· Red Hill A venue and Dyer I Barranca Parkway <br />· Grand Avenue and SR-55 SB off-ramp (Caltrans) <br />· Dyer Avenue and SR-55 SB off/on-ramp/Hotel Terrace Drive (Caltrans) <br />· Dyer Avenue and SR-55 NB off/on-ramp (Caltrans) <br /> <br />The three intersections identified as Caltrans intersections will be evaluated using the Highway Capacity <br />Manual (HeM) methodology for signalized intersections, as required by the Caltrans Guide for the <br />Preparation of Traffic Impact Studies (June 2001). The remaining intersections will be evaluated using the <br />Intersection Capacity Utilization (leU) methodology, as specified by the City of Santa Ana and the Orange <br />County Congestion Management Program (CMP). <br /> <br />For each ofthe three study intersections, five analysis scenarios will be analyzed for the morning and evening <br />peak hours: <br /> <br />· Existing Conditions <br />· Project completion year (Year 2007) without project <br />· Project completion year (Year 2007)with project <br />· 2025 General Plan Build-Out Conditions without project <br />· 2025 General Plan Build-Out Conditions with project <br /> <br />Signalized Intersections - Intersection Capacity Utilization (ICU) Methodology <br /> <br />In accordance with the City of Santa Ana and the County of Orange Congestion Management Program (CMP) <br />requirements, peak hour operating conditions at the signalized intersections were evaluated using the <br />Intersection Capacity Utilization (leU) methodology. The leu methodology provides a comparison of the <br />theoretical hourly vehicular capacity of an intersection to the number of vehicles actually passing through that <br />intersection during a given hour. <br /> <br />Based on City of Santa Ana and County of Orange analysis criteria, the leu calculation assumes a per-lane <br />capacity of 1,700 vehicles per hour (vph) for each travel lane (through or turning lane) through the <br />intersection. Where there is no separately striped right-turn lane, ifthe width of the outside through lane is 19 <br />feet or more, and parking is prohibited during the peak period, a separate right-turn lane is assumed. A <br />clearance factor of 0.05 (5%) of the total intersection capacity is included in the leu calculation, to account <br />for the effect of the red and yellow signal phases at a signalized intersection. <br /> <br />The leu calculation generates a volume-to-capacity (VIe) ratio that translates into a corresponding Level of <br />Service (LOS) measure, ranging from LOS" A", representing uncongested, free-flowing conditions, to LOS <br />"F", representing over-capacity conditions.
