Box 1988 <br />Santa Ana, Ca 92707 <br /> <br />S,\NTA ,\NA PLANNING DEPT <br /> <br />Subject: <br /> <br />Crazy Horse Square <br />Initial Study/ Mitigated Negative Declaration ER 2004-109 <br /> <br />Dear Mr. Apple: <br /> <br />Thank you for the opportunity to review Initial Study ER 2004-109 for the Crazy Horse <br />Square Project in the context ofthe Commission's Airport Environs Land Use Planfor <br />John Wayne Airport (JWA AELUP) and the Airport Environs Land Use Plan for <br />Heliports. We wish to offer the following comments. <br /> <br />The project description should include the proposed project height above mean sea level <br />(AMSL). It is also suggested that a reference to the building height (AMSL) be included <br />in Section VII.D. Hazards/Hazardous Materials, and Section XV.C. <br />Transportation/Traffic. <br /> <br />With regards to noise impacts, the initial study discusses the project's location in Noise <br />Impact Zone 2 and states that, "The project is subject to Uniform Building Code <br />requirements which would include California Noise Insulation Standards to achieve <br />appropriate interior noise levels for the mix of land uses proposed for the project." Please <br />identify what the interior noise level standard would be. <br /> <br />If the development of Heliports/Helistops will be permitted at this project site, the initial <br />study should address compliance with the AELUP for Heliports by incorporating the <br />following language into the document: <br /> <br />"The City will ensure that each applicant, seeking a Conditional Use Permit or <br />similar approval for the construction or operation of a heliport or helistop, <br />complies fully with the state permit procedure provided by law and with all <br />conditions of approval imposed or recommended by the F ederal Aviation <br />Administration (FAA), by the Airport Land Use Commission for Orange County <br />(ALUC) and by Caltrans/Division of Aeronautics. This requirement shall be in <br />addition to all other City development requirements." <br /> <br />EXHIBIT B <br /> <br />75A-162 <br />
