The project proposes to develop 20,154 square <br />feet of retail and food uses on a 2.8-acre site. The project is located at 1580 East Warner Avenue <br />in the City of Santa Ana, California. <br /> <br />Caltrans District 12 is a reviewing agency on this project, and has the following comments: <br /> <br />1. Due to the proximity to SR-55 the Environmental Document should identify and mitigate any <br />and all potential significant permanent and temporary impacts, including but not limited to, <br />visual (lighting, signage, etc), traffic (access to ramps), noise, grading and storm water runoff. <br /> <br />2. Please check the storage queue length on the SB-55 off-ramp to Grand Avenue, especially for <br />right turn to make sure that will not back to mainline during peak hour. <br /> <br />3. Figure 2 on page 3 shows that there are buildings proposed on the comer of the SB-55 off- <br />ramp with Grand A venue, please make sure the requirement of comer sight distance is met. <br /> <br />4. On page 4 under the Aesthetics section it states that SR-55 is not a designated scenic <br />highway. On page 6, however, it states that "The Urban Design Element identifies State <br />Route 55 as a scenic corridor." Note that According to the California Scenic Highway <br />Mapping system, State Route 55 is not listed as a scenic highway. Please correct the <br />discrepancy. <br /> <br />5. Any project work (e.g. street widening, emergency access improvements, sewer connections, <br />sound walls, stormdrain construction, street connections, lighting and signage, etc.) proposed <br />in the vicinity of the Caltrans Right-of-Way, would require an encroachment permit and all <br />environmental concerns must be adequately addressed. If the environmental documentation <br />for the project does not meet Caltrans requirements, additional documentation would be <br />required before approval of the encroachment permit. Please coordinate with Caltrans to meet <br />requirements for any work within or near Caltrans Right-of-Way. If an encroachment permit <br />is needed for construction purpose, the Department of Transportation will become a <br /> <br />"Caltrans improves mobility across California" <br /> <br />75A-166 <br />
