Also in response to Councilmember Moreno, Planning and Building Agency Executive <br />Director Uptegraff reported the number of garage sales had declined significantly as a result <br />of the City's new ordinance limiting sales to four times per year and opined the City's <br />notification process on the new law helped effect voluntary compliance. <br /> <br />Councilmember Moreno reported the Edinger median did not appear to be receiving <br />sufficient water. He encouraged staff to preserve the City's historic housing stock through <br />"recycling" houses needed for public rights-of-way to new locations within Santa Ana. <br /> <br />Councilmember Mills suggested that the Council consider setting a public hearing for Appeal <br />94-2, Conditional Use Permit 94-8, 1623 W. Seventeenth Street. <br /> <br />Mayor Pro Tem Pulido requested staff provide an update to the Council in two weeks <br />regarding illegal discharge of firearms at 818 N. Garfield. He also reported the recent test <br />burns on Bristol Street had provided data which supported the City's position regarding <br />overcrowding, and that the City was working with the League of California Cities to <br />formally request a hearing before the California Housing Department regarding occupancy <br />standards. <br /> <br />CLOSED SESSION - ROOM 147 - 7:05 P.M. <br /> <br />The Brown Act permits the City Council to discuss certain matters without members of the <br />public present, provided the items to be discussed are posted 72 hours prior to the City <br />Council meeting.
