City Attorney Edward Cooper explained that the Oath delivered by <br />the Clerk of the Council was the only one permitted by the California Constitution and that <br />Mr. Leach's suggestion would be unconstitutional. <br /> <br />Sandra Thrower requested the City Council encourage the participation of more African- <br />Americans on City boards and commissions and be more diligent regarding oversight of the <br />issuance of Alcoholic Beverage Control permits. <br /> <br />Barbara Fernandez opined no statute of limitations applied to her claim against the City. <br /> <br />90.B.
