We have thoroughly reviewed the RFP, visited the project site and discussed the details with City staff to
become fully familiar with the City's expectations for the project. As partners in improving your highways, our team offers
rhe City the following advantages:

An Experienced Project Team - Mr. Randall Berry, PE will serve as Project Manager and has specialized in roadway
widening, rehabilitation and street design during his 2t.year career. Mr. Randall Bliss, PE will serve as Project Engineer and
h'as over 18-years experience in roadway rehabilitation design and is adept in the.}atest state-of-the-art computer aided
design techniques. Combined they have completed over 70 similar street projects in the last five years. Jerry Jack, who has
over 20-years experience, will serve as Harris' in-house traffiC signal designer, KDM Meridian, lead by Rich Maher, PLS/
Owner will serve as Harris' survey sub-consultant and has worked well with Harris staff for over 15 years. Roger Kobata,
owner of Kobata & Associates will serve as Harris' Landscape Architect sub-consultant and has worked well with HaIris
staff on many similar streetscape projects over the last seven years. Leighton Consulting, Inc., lead by Kugan Kuganenthira)
PhD, GE will serve as Harris' Geotechnical Sub-consultant aod has worked well with Harris & Associates staff on many
similar projects.

With City of Santa Ana Experience - The entire Harris Team has successfully completed similar projects for the City of
Santa Ana in the past, thus the we already know the City's preferences and formats on many elements such as base sheets,
project specifications, utility procedures and document processing. Our team will serve as an extension of City staff, which
will reduce the time required by both City and Harris staff and will help to ensure the project's success.

With Project Specific Bristol Street Widening Experience - Many of the Hartis Team members have relevant "project
specific" experience having essentially completed the Bristol Street Widening & Storm Drain Project from McFadden
Avenue to Third Street, which completely overlaps with the proposed project. This will prove to be an extremely useful
resource in successfully completing this project in a timely and efficient manner since we already have prepared project base
sheets for the subject reach, complete with field-verified horizontal and vertical utility locations and have designed the
proposed storm drain mainline within the project limits. We are already very familiar with the specific project design
requirements, including storm drain, traffic signal, TS interconnect, striping, signing, landscaping and irrigation. We are also
aware the OCFCD requirement to use 75% of QI0 in the storm drain design and can seamlessly combine the additional
catch basin hydrology and hydraulics analysis required with our previously prepared main line hydrology and hydraulics
analysis.

Committed to Your Project's Success - The level of detail in this proposal is indicative of the level of care we will
maintain uutiI the project is completed. Our "signature" feedback meeting, with 80% complete redlined plans/estimate, will
minimize City staff time required and expedite PS&E schedule.

The Harris Team is ready to start immediately, and upon review of our proposal we ate confident that you will feel
comfortable placing this project in the Harris Team's capable hands.

Sincerely,
Harris & Associates

/C~~Jt'4V

Randall G.
