This means less time spent reviewing the documents for quality assurance
later. The best way we have found to ensure that we do it right the first time is by developing a very detailed projecr
scope, broken into phases, which lists all of the required tasks in their anticipated chronological otder. This not
only serves as guide for the project team, it also communicates to our clients all of the project expectations and is
tied to the project schedule. The more specific they are the better, right down to details that will be included on
every deliverable. We have found that the prepatation of such a detailed project scope also results in better-detailed
and realistic time schedules and even the fee preparation process is facilitated.

Of course, having a second set of fresh eyes to look over every report, exhibit and submittal package prior to
submittal is also a valuable quality control precaution that Harris will employ, with the help of our QNQC check
lists and Project Managers Manual guidelines, to further ensure that when the City finally sees the delivered
documents they will be right and complete from the start.

Maintaining Project Schedule Commitments

Harris realizes that a slip in the project schedule can cause unwanted issues with City Council and could even
jeopardize future project funding or ideal windows for construction. Harris is prepared to meet the schedule
presented elsewhere in this proposal. We are prepared to begin immediately and to commit the resources required
to achieve this schedule. We also welcome Ciry feedback and refinements to the schedule.

We intend to utilize the following to ensure that this project stays on schedule:

. Detailed planning and constant monitoring of the progress/schedule

. Monthly status reports to monitor, and keep everyone abreast of, the project's progress and to provide an extra
level of communication

. Early coordination with affected agencies aCTA bus routes/stops and utility companies

. Utilizing Harris' "Master Project Schedule", which is resource loaded and updated every two weeks, and
Harris' "Weekly Design Team Production Schedule" to ensure that the proper manpower is assigned each week
in advance to this project

. Utilizing experienced design staff, with extensive City of Santa Ana and Microstation experience, who will do
the job right the first time

This rype of high level of service is a specialry of the Harris Design Team. We look forward to the challenge!

= I Harris & Associates.

Bristol Corridor Widening - Phase I
Page-8-
