The property <br />is flat, rectangular in shape, and is currently vacant. The property is <br />located on the southeast corner of Newhope Street and Westminster <br />Avenue; both are designated arterial streets in the General Plan <br />Circulation Element. <br />The property is located within the General Commercial (C2) zoning <br />district and has a General Plan land use designation of General <br />Commercial (GC) with a floor area ratio of 0.5 (Exhibit 1).
