NO. 06-082) <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1s' Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />-tw~.~---'~- <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Troxell Communications, for the purchase of <br />audio/visual equipment and furniture based upon the The Cooperative <br />Purchasing Network (TCPN) contract for audio/visual equipment and furniture <br />in an amount not to exceed $95,000. <br />DISCUSSION <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland Security, <br />through the State of California, Office of Homeland Security. This <br />initiative was designed to enhance the domestic preparedness of urban areas <br />by ensuring that all emergency first responders have adequate equipment and <br />systems to prevent, respond to and recover from acts of terrorism. The <br />grant .provides total reimbursement to local agencies for equipment <br />purchases approved and authorized by the Office of Disaster Preparedness. <br />The City of Santa Ana's Emergency Operations Center (EOC) serves as the <br />backup for Orange County's EOC and will be activated in the event of an <br />emergency. The City's EOC requires audiovisual equipment such as LCD <br />projectors, wall screens, receivers, and speakers to update the existing <br />center and to meet the current needs of the EOC. The recommended action <br />will allow for the purchase of various audiovisual equipment that will <br />enhance the EOC to allow the City to communicate when responding to an <br />emergency, Weapons of Mass Destruction (WMD) events, or acts of terrorism. <br />The City Council adopted Ordinance No. NS-2312 authorizing the City to <br />purchase against contracts with other government agencies utilizing a <br />competitive bid process. Troxell Communications was awarded a contract for <br />audio/visual equipment as a result of open, competitive bidding, and meets <br />the City's requirements. <br />22P-1 <br />
