Iss:08/29/06 <br />RESOLUTION <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />APPROVING AN APPLICATION FOR GRANT FUNDS FROM THE CALIFORNIA <br />INTEGRATED WASTE MANAGEMENT BOARD'S TIRE -DERIVED PRODUCT <br />GRANT PROGRAM FOR RUBBERIZED SURFACING OF THE PLAYGROUNDS <br />AT SANTA ANITA AND SANDPOINTE PARKS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and declares as <br />follows: <br />A. Public Resources Code (PRC) Sections 42800 et seq. establishes the waste tire <br />program for the State of California and assigns responsibility for its implementation to the <br />California Integrated Waste Management Board (CIWMB); and <br />B. CIWMB is authorized to award grants under the waste tire program as identified in its <br />Five -Year Plan for the Waste Tire Recycling Management Program; and <br />C. Procedures established by the California Integrated Waste Management Board require a <br />grant applicant to certify by resolution City Council approval of the submission of a grant <br />application before submission of said application to the state. <br />Section 2. The City Council of the City of Santa Ana authorizes the submittal of an application to <br />the California Integrated Waste Management Board for a FY2006/2007 Tire -Derived Product Grant <br />Program to install rubberized surfacing in the playgrounds at Santa Anita and Sandpoint Parks. <br />Section 3. The City Council of the City of Santa Ana authorizes the City Manager or the <br />Executive Director of the Parks Recreation and Community Services Agency or his designee to <br />execute in the name of the City of Santa Ana all necessary applications, contracts, agreements, <br />amendments and payment requests hereto for the purposes of securing grant funds and to <br />implement and carry out the purposes specified in the grant application. <br />Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, <br />and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. <br />ADOPTED this day of , 2006. <br />55A-2 <br />
