NO. 04-103) <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~~ Reading <br />^ Ordinance on Intl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Renew the contract with Orange County Striping Service, Inc. for traffic <br />line painting and traffic sign maintenance for a one-year period in an <br />annual amount not to exceed $498,275. <br />DISCUSSION <br />The Public Works Agency's Street Maintenance Division is responsible for <br />maintaining the streets of Santa Ana. In order to do so, a contract for <br />annual traffic line painting and traffic sign maintenance is required. <br />Contract services include the installation and removal of traffic stripes, <br />pavement markings, curb markings and raised pavement markers. In addition, <br />the contract will provide for the installation and removal or relocation of <br />traffic signs. <br />On September 20, 2004, the City Council awarded a contract to Orange County <br />Striping Service, Inc. for a one-year period, with provision for three, <br />one-year renewals. The vendor has performed satisfactorily during the past <br />contract period and has agreed to renew the contract without an increase in <br />pricing. Staff conducted a cost benefit analysis of utilizing City staff <br />to provide traffic line painting and traffic sign maintenance services. <br />Staff estimates that the proposal from Orange County Striping Service Inc. <br />is still approximately 33 percent more cost effective than providing the <br />same services in house. As a result, staff recommends the second renewal <br />of the contract. <br />22B-1 <br />
