IV <br />robot vehicle system based upon the City and County of San Francisco's <br />contract for a TALON Gen. IV robot vehicle system in an amount not to <br />exceed $147,813. <br />DISCUSSION <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to, and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br />The Fire Department requires a robot vehicle system to aid the Hazardous <br />Materials Response Team (HMRT) when responding to a Weapons of Mass <br />Destruction incident, acts of terrorism, or other hazardous environment <br />incidents. The use of a robot will facilitate immediate safe intervention <br />for the HMRT by allowing for remote detection, observation, and <br />manipulation within the hot zone of an incident. <br />The robot is remotely controlled with <br />communications and is equipped with an arm ae <br />HMRT to visualize conditions and manipulate <br />zone.
