<br />IV. EVALUATION OF PROPOSALS <br /> <br />Proposals will be evaluated based on the evaluation criteria outlined below. An evaluation committee <br />consisting of members from various City agencies will evaluate and rate the proposals based on the <br />weighted criteria and provide a recommendation for award of contract. <br /> <br />Experience of Firm and Personnel and Technical Capacity to Deliver System 30% <br />I. All firm personnel, including the project manager, technical staff and maintenance staff, to be <br />assigned to the City account and the qualifications of those individuals. <br />2. Experience and technical expertise of personnel, including the project manager, technical staff <br />and maintenance staff, with implementing similar systems in other cities. <br />3. Responsiveness and thoroughness of proposal. <br />4. Technical capacity of proposed system to provide the functionality and flexibility requested in <br />the specifications. <br />5. Technical capacity of the proposed system to provide a high level of reliability and minimum <br />down time. <br /> <br />Maintain Svstem 15% <br />1. Vendor's ability to meet the maintenance and service standards described in Section ill, Item 1. <br />2. Vendor's ability to provide technical support within a 30-mile radius of Santa Ana Stadium in <br />order to respond to calls for service within a two-hour timeframe. <br />3. Vendor's ability to provide technical support staff that is directly employed by vendor (not <br />subcontracted). <br /> <br />Past Performances 25% <br />1. Past record of performance on contracts with other cities, governmental agencies or public <br />bodies including such factors as system reliability, marketing revenue generation, and <br />compliance with contract terms and conditions. <br />2. The vendor's capacity to perform the work within time specifications. <br />3. Acceptable, verifiable references and site reviews. <br />4. Construction of message boards and their screen structural support, design elements, etc. <br />5. Past record of performance in marketing and securing of advertisers for the scoreboard <br />identification panels; include list of organizations you have completed agreements with along <br />with brief description and what they have provided. <br /> <br />Cost of Proposal <br />1. Cost of base proposal for scoreboard. <br />2. Cost of base proposal for marquee. <br />3. Amount of projected revenue to be generated by marketing company. <br /> <br />30% <br /> <br />22 <br />
