The capitalized <br />term "Parties" shall be a collective reference to both City and Owner. The capitalized term "Party" <br />shall refer to either City or Owner interchangeably as appropriate. <br />RECITALS <br />WHEREAS, Owner seeks to develop the real property located at 1411 N. Broadway in <br />Santa Ana, CA (APN: 398-523-04), which is more particularly described in the legal description <br />attached hereto as Attachment "A" and incorporated herein (the "Property"); <br />WHEREAS, on January 18, 2022, North Broadway Housing Partners L.P., a California <br />limited partnership ("Applicant") submitted Development Project Review Application No. 2022- <br />01 (DP-2022-01) to the City (the "Development Project Application"), with written consent of the <br />Owner, to allow the complete demolition of a two-story portion, the partial demolition of the one- <br />story portion, and the reconstruction of a 34,552-square-foot building. The improvements are <br />intended to facilitate the site's development of an affordable rental residential community, <br />consisting of forty-eight (48) permanent supportive housing units and 7,459 square feet of open <br />space. The development will consist of the rehabilitation and conversion of a portion of the existing <br />one-story building into offices, a training center, community room, an onsite manager unit, and <br />two residential units. The project also includes the construction of a new four-story building with <br />flats/apartment units over an at -grade parking area with 20 parking spaces to accommodate <br />residents, visitors, and staff, on the Property ("Development"); <br />
