XVI. MANDATORY FINDINGS OF SIGNIFICANCE <br />A. Does the project have the potential to degrade the quality <br />of the environment, substantially reduce the habitat of a <br />fish or wildlife species, cause a fish or wildlife <br />population to drop below self-sustaining levels, threaten <br />to eliminate a plant or animal community, reduce the number <br />or restrict the range of a rare or endangered plant or <br />animal or eliminate important examples of the major periods <br />of California history or prehistory. <br />Potentially significant unless mitigation incorporated <br />The project may impact historic resources, but to a less than <br />significant level. Impacts will be mitigated by setting the <br />upper levels of the building back from the lower floors so as <br />not to obscure the historic ghost sign on the adjacent <br />building's wall. Additionally, the building will be compatible <br />with the Downtown National Register District in terms of massing <br />and scale, and will set itself apart from older development by <br />utilizing a more modern style of architecture and materials, <br />thereby meeting the Secretary of the Interior's Standard Number <br />Nine requiring new development to be differentiated from old. <br />The architecture and potential impact will be further analyzed <br />with the help of a qualified architectural historian. <br />B. Does the project have impacts that are individually limited <br />but cumulatively considerable? <br />Less than significant impact <br />Approval of the proposed ordinance would not result in any <br />significant cumulative impacts, due to the small scale of this <br />project . <br />C. Does the project have environmental effects, which will <br />cause substantial adverse effects on human beings either <br />directly or indirectly? <br />No Impact <br />Approval of the proposed amendment to the Municipal Code to <br />establish a Specific District for mixed use development at the <br />project location, as well as subsequent implementation would not <br />cause any substantial adverse effects on human beings, in that <br />7 ~9-~~ 8 <br />
