Another baseline standard used in the design of this proposed <br />development is the Secretary of the Interior's Standard Number <br />Ten: <br />°New additions and adjacent or related new construction will be <br />undertaken in sucha manner that, if removed in the future, the <br />essential form and integrity of the historic property and its <br />environment would be unimpaired." <br />The historic ghost sign has been protected in a way that it <br />will not be adversely affected by this project. Further, the <br />new structure will not negatively impact adjacent structures <br />as part of construction through the implementation of the <br />recommendations from special studies ("Geotechnical <br />Recommendations for Settlement Monitoring" and "Project <br />Construction Vibration Recommendations") including performing <br />exploratory .work on adjacent building support systems and <br />ongoing testing for soil settlement. <br />The City of Santa Ana is a Certified Local Government for <br />Historic Preservation as approved by the California State <br />Office for Historic Preservation. 'The City received this <br />recognition in 2002 by meeting all the requirements deemed <br />necessary by the State including having an established local <br />preservation ordinance, as well as a local board or commission <br />comprised. of those members of the community which meet strict <br />qualification standards. This proposed project was brought to <br />the City of Santa Ana Historic Resources Commission for review <br />and comment as experts of local preservation. The commission <br />was unanimously in favor of the project in general, albeit <br />with concerns regarding the project's scale and the <br />Commission's overall desire to minimize visual impacts of the <br />proposed six story building. To address these concerns, a <br />consultant report was completed ("Aesthetic Impact <br />Evaluation") addressing the scale and visual impacts of the <br />proposal. This report determined that the scale is in harmony <br />with the National Register District as a whole as there are <br />several other four to six story buildings within the district <br />boundaries- This proposal follows this pattern of development. <br />B.
