E. Where sewers are not available for the disposal of <br />wastewater is the soil capable of supporting the use of <br />septic tanks or alternative wastewater disposal systems? <br />No Impact <br />According to the City's General Plan Land Use Element EIR, Santa <br />Ana contains a wide variety of soil types and associated <br />geotechnical constraints. Approval of the proposed amendment to <br />the Municipal Code to establish a zoning ordinance for a <br />Specific District and any subsequent construction according to <br />this zoning document would not involve the construction of any <br />structures that would be subject to geotechnical constraints. <br />Further studies by qualified consultants have offered <br />recommendations to monitor soil settlement during and after <br />construction to ensure the continued safety and integrity of the <br />adjacent historic buildings. <br />V2. HAZARDS/HAZARDOUS MATERIALS <br />A. Create a significant hazard to the public or the <br />environment through the routine transport, use or disposal <br />of hazardous materials? <br />B. Emit hazardous emissions or handle hazardous or acutely <br />hazardous materials, substance or waste within one-quarter <br />mile of an existing or proposed school? <br />C. Be located on a site which is located on a list of <br />hazardous material sites compiles pursuant to Government <br />Code Section 659662.5 and, as a result, would it create a <br />significant hazard to the public or the environment? <br />No Impact <br />Approval of the proposed amendment to the Municipal Code to <br />establish a zoning ordinance for a Specific District and any <br />subsequent construction according to this zoning document would <br />not result in the creation of or increase the potential of any <br />significant hazardous material impacts to the public, in that <br />the approval of the proposed ordinance would not involve -any <br />activities that would include the handling, storage or <br />distribution of hazardous materials or emit hazardous emissions. <br />This proposed project will comply with the Phase I Environmental <br />Audit completed in 2004. Any retail use that operates from this <br />site in the future would be subject. to local, state and federal <br />regulations regarding the handling of hazardous materials. <br />8Q~442 <br />
