All new construction would be <br />evaluated for potential water quality impacts and would be <br />subject to the City's storm water protection requirements. <br />V222. LAND USE/PLANNING <br />A. Physically divide an established community? <br />No Impact <br />Approval of the proposed amendment to the Municipal Code to <br />establish a zoning ordinance for a Specific District and any <br />subsequent construction according to this zoning document would <br />not physically divide any established community. No residential <br />community exists within this immediate or adjacent areas, and <br />therefore, no impact would occur. <br />B. Conflict with any applicable land use plan, policy, or <br />regulation of an agency with jurisdiction over the project <br />adopted for the purpose of avoiding or mitigating an <br />environmental effect? <br />Less than significant with mitigation measures incorporated <br />The project area is in an urban setting that does not harbor any <br />significant environmental resources. However, the project <br />includes amendment of the Zoning Code and associated maps, and <br />to create a Specific District with development standards. The <br />project has been analyzed for consistency with all applicable <br />planning documents, and meets the intent of the C3-A zoning <br />district by including retail land uses at the ground level to <br />augment the primarily commercial nature of the Downtown. <br />Additionally, the General Plan Land Use Element District Center <br />designation considers residential population density for this <br />area. This mixed use project meets this requirement, and <br />therefore, the project meets the intent of the all applicable <br />planning documents. A Specific District zone will clarify and <br />bring consistency to the zoning and General Plan in this <br />location. <br />C. Conflict with any applicable habitat conservation plan or <br />natural community plan? <br />8Q~AnAr~7 <br />
